$1 million in new borrowing proposed

Marion City Council approved two proposals Monday that could lead to $1 million in new borrowing — $650,000 for improvements to Roosevelt and Coble Sts. and $350,000 for improvements to the city water system.
Andrew Kovar, a lawyer with the Wichita law firm Triplett Woolf Garretson, urged council members to officially designate the entirety of Roosevelt and Coble Sts. as main trafficways or trafficway connections.
This would allow issuance of temporary notes to repave Coble St. from Denver to Kellison Sts. and Roosevelt St. from Sherman to Kellison Sts.
The $650,000 cost excludes unspecified charges for arranging the notes or general obligation bonds that might replace them. No interest rate or bond durations were mentioned.
Kovar also spoke about $350,000 in borrowing to acquire, construct and install a municipal water project.
The proposed water system ordinance didn’t specify what work would be done, but council members earlier discussed new water meters and water plant software upgrades.
Council members approved that ordinance as well.
Kovar said the ordinances were merely the first step toward the proposed projects and that the council could back out or change the projects at any time.
In other business, council members approved use of up to $4,500 of guest tax fund money for Marion Merchants to run a half-page ad for Marion in the 2026 Kansas Travel Guide published by the Department of Commerce. Commerce distributes 275,000 copies of the magazine at travel centers, welcome centers, travel information centers, and public places.
Matt Meyerhoff also made a presentation about Fireman’s Relief, council members granted a fireworks permit to Wholesale Fireworks, and they voted to purchase $30 Chingawassa admission buttons for all 26 full-time city employees.
