NEW JAILINGS

Kassandra K. Allen, 28, Emporia, jailed Monday on court orders. Previously jailed June 8 to 22 on suspicion of fleeing law enforcement and reckless driving.

Bradley R. Billinger, 43, Hillsboro, jailed Nov. 30 for twice failing to appear in court and on suspicion of theft, forgery, altering a vehicle identification number, counterfeiting, and multiple courts of displaying improper license plates and operating vehicles without registration or liability insurance. Held in lieu of a $12,500 surety bond. Previously jailed June 12 and 13 on suspicion of aggravated battery.

Casey R. Francis, 42, Marion, arrested Nov. 30 by a sheriff’s deputy on suspicion of possession of stimulants and drug paraphernalia. Released 11 hours later after posting a $5,000 surety bond.

Luis C. Perez, 32, Hillsboro, jailed Friday for five days on court orders. Previously jailed 12 times for a total of 71 days between June 14, 2018, and July 21, 2022. Previous jailings were on court orders three times, for failing to appear in court four times, and on suspicion of battery, making a criminal threat, criminal restraint, domestic battery, criminal damage to property, being a pedestrian under the influence of drugs or alcohol, burglary, trespassing, twice violating his probation, and driving while his license was canceled, suspended, or revoked.

Kayla D. Ratzlaff, 33, Hillsboro, arrested Nov. 30 by Hillsboro police on suspicion of domestic battery. Released Friday after posting a $500 surety bond.

Dustin D. Rogers, 47, Newton, arrested Sunday by Hillsboro police for failing to appear in court and on suspicion of possessing stimulants and drug paraphernalia. Released 22 hours later after posting a $10,000 surety bond.

Dawn M. Setzer, 39, Hillsboro, arrested Sunday by Hillsboro police on suspicion of possessing stimulants and drug paraphernalia. Released a day later after posting a $10,000 surety bond. Previously jailed May 22 and 23 on suspicion of possessing stimulants.

Dasan Z. Wallace, 24, Salina, jailed Thursday for twice failing to appear in court. Held in lieu of $5,000 surety bond. Previously jailed May 29 to June 2, 2021, on suspicion of domestic battery and Jan. 21, 2018, on suspicion of possessing hallucinogens.
