SHERIFF

Remington Rd. north of 120th Rd.

Fifteen-year-old Sofia S. Frohlich-Phipps of rural Marion suffered disabling injuries when she lost control of her 2004 Jeep Wrangler on loose gravel at 4:04 p.m. Sept. 4.

She swerved three times, hit a bridge crossing sign, and rolled the vehicle into a ditch, according to one of five accident reports released Friday by the sheriff’s department.

She was taken by Hillsboro ambulance to Wesley Medical Center, Wichita. Her entire vehicle sustained damage and was towed.

According to deputy Jesse Raney’s report, she was driving legally on a restricted license allowing drivers to go to and from work, school, or church by the most direct route.

Bluestem Rd. south of 300th Rd.

As reported in last week’s issue, Tyler J. Makovec, 25, rural Marion, suffered suspected serious injuries when his 249cc 2007 Honda dirt bike hit a deer at 7:38 p.m. Sept. 6.

Makovec was taken by Marion ambulance to Ascension Via Christi St. Francis Hospital, Wichita, after his dirt bike laid over.

Nighthawk Rd. south of 150th Rd.

Antonio J. Rivera, 46, rural Marion, may have been injured but was not taken to a hospital after his 2007 Chevrolet Silverado hit a deer at 11:01 p.m. Sept. 7.

His pickup sustained disabling damage to its front and undercarriage and was towed.

US-77 south of 110th Rd.

Shayne M. Mascareno, 30, Wichita, hit a deer at 8:04 p.m. Sept. 8 with her 2022 Hyundai Santa Fe, which suffered disabling damage to its front and was towed.

US-50 west of Pawnee Rd.

Ruth A. Rhymes, 23, Pampa, Texas, hit a deer at 4 a.m. Sept. 12 with a 2021 Toyota RAV4 owned by Sharron M. Andrews of the same address.

The sport-utility vehicle sustained disabling damage to its front third and undercarriage and was towed.

HILLSBORO

A 2007 Ford Focus legally parked behind Hillsboro Et Cetera Shop was struck between 7:45 a.m. and 4:10 p.m. Sept. 5 by a hit-and-run driver whose vehicle damaged the Ford’s left rear door and fender.

Owner Adella M. Katz, Lost Springs, reported the damage Sept. 8.

Austin Cogdill filed suit Sept. 11 against Justin Deines, Jeffrey Deines, and Deines Farms. Cogdill claims Justin Deines was driving am oncoming tractor / combine across the centerline of 360th Rd. on Sept. 29, 2023, which caused Cogdill to collide with the tractor. Cogdill claims multiple injuries to his left ankle, right wrist, face, head, right hand and fingers, left arm, left elbow, chest, pelvis / abdomen, and cervical spine / neck and that he may have had aggravation to a pre-existing condition. He seeks more than $75,000.

Preston Daratt was ordered Aug. 26 to pay Marion County EMS $1,679.50 plus costs and interest for unpaid medical bills. On Sept. 11, his wages were ordered to be garnished.

Christa and Gabriel Downey were ordered Sept. 8 to pay Newton Healthcare Corp. $2,816.10 plus costs and interest for unpaid medical bills.

Michael Downs was ordered Aug. 26 to pay Marion County EMS $252.78 plus costs and interest for unpaid medical bills.

Krystal and Derrek Duerksen were ordered Sept. 8 to pay Newton Healthcare Corp. $197.77 plus costs and interest for unpaid medical bills.

Stacy Lynn Dunmire was ordered Aug. 26 to pay Marion National Bank $1,219.82 plus costs and interest for an unspecified debt.

Dewey Frisbee was ordered the City of Goessel $717.56 for an unspecified debt.

Jacob Haude was ordered Aug. 26 to pay Marion County EMS $618 plus costs and interest for unpaid medical bills.

Ramon Maldonado Alfaro filed a writ of habeas corpus Monday against Sheriff Jeff Soyez. Maldonado Alfaro seeks to be released from jail.

Michelle Meyer was ordered Aug. 28 to pay LVNV Funding $972.55 plus costs and interest for unpaid credit card bills.

Midland Credit Management filed suit Sept. 11 against Gerald Brooks seeking that a July 7, 2021, judgment of $2,476.16 plus costs and interest be converted to a lien.

Erin R. Miesse was ordered Sept. 8 to pay Newton Healthcare Corp. $197.76 plus costs and interest for unpaid medical bills.

Deanne and Warren Nelson were ordered Sept. 4 to pay Newton Healthcare Corp. $191.64 plus costs and interest for unpaid medical bills.

Donna O’Neill was ordered Sept. 4 to pay Newton Healthcare Corp. $1,620.42 plus costs and interest for unpaid medical bills.

Jason Wyckoff was ordered Aug. 26 to pay Synchrony Bank $5,232.28 for unpaid credit card bills.

NEW JAILINGS

Jouanna S. Cain, 34, Florence, arrested Monday by a sheriff’s deputy for allegedly violating her probation and on suspicion of possessing a controlled substance and drug paraphernalia. Bond not set. Previously jailed 10 times for a total of all or part of 37 days between April 28, 2023, and April 9, 2025. Previous jailings were for failing to appear in court three times, for allegedly violating her probation twice previously, on court orders three times, and on suspicion of theft by deception, felony cruelty to animals, and driving while her license was canceled, suspended, or revoked.

Zachary S. Dvorak, 28, Galva, arrested Thursday by a sheriff’s deputy for allegedly violating his probation. Released five hours later after posting a $2,500 bond. Previously jailed nine times for a total of all or part of 178 days between May 13, 2018, and Aug. 11, 2025. Previous jailings were on suspicion of domestic battery, driving under the influence of drugs or alcohol, driving without a required anti-drinking interlock twice, making an aggravated criminal threat, interfering with a law enforcement officer twice, battery of a law enforcement officer, and driving an unregistered vehicle; for failing to appear in court four times; for allegedly violating his probation a previous time; and on court orders three times.

Jason C. George, 41, McPherson, jailed Friday for 72 hours on court orders. Previously jailed April 18 to May 19 on suspicion of possessing a controlled substance and drug paraphernalia.

Ricardo Adan Garcia Garmendia pleaded no contest Aug. 19 to driving without a license. He was ordered to pay $168.

Jason C. George, 41, Oakley, pleaded no contest May 30 to possession of methamphetamine.

Reginald V. Matz, 70, Hillsboro, pleaded guilty Sept. 5 to driving under the influence of alcohol. He was sentenced to five days in jail and ordered to pay $1,250, which he can pay by performing community service work at a rate of $10 an hour.

A bench warrant was issued Aug. 19 for Eliseo A. Mendoza, 38, Wichita, after he failed to appear in court.

Athen J. Turner, 24, Loveland, Colorado, pleaded no contest Sept. 5 to criminal deprivation of a vehicle and was sentenced to 90 days in jail with credit given for time served. He was ordered to pay $2,700 restitution and $203.

Blas A. Robledo pleaded no contest Aug. 19 to driving without a valid driver’s license and was ordered to pay $258.

SEPT. 9

4:39 p.m. — A driver who hit a bridge railing, blocking both lanes of US-56 over Timber Rd. and Luta Creek north of Marion, was checked by Marion ambulance attendants but declined to be taken to a hospital. Marion firefighters, only two of whom responded, were paged to control traffic for more than an hour and to wash down the roadway.

9:08 a.m. — A 6-month-old baby having trouble breathing at a home in the 100 block of S. Floral Dr. in Hillsboro was checked by Hillsboro ambulance attendants but not taken by them to a hospital. An ambulance supervisor also responded.

9:15 a.m. — A 79-year-old woman reported by a home health nurse to be confused at a rural Peabody home on US-50 east of Mustang Rd. was taken to NMC Health, formerly Newton Medical Center, by Marion ambulance

9:29 a.m. — With Marion ambulance still on its call in rural Peabody, Hillsboro ambulance was dispatched to Farm Bureau Financial Services in Marion where a 78-year-old woman fell and hit her head. The woman chose to go to a hospital by private vehicle instead of the ambulance.

2:52 p.m. — A 54-year-old woman who fell at a home in the 800 block of Barker St. in Florence was helped up by Marion ambulance attendants and a Florence firefighter but declined to be taken to a hospital.

SEPT. 10

7:42 p.m. — An unspecified patient was transferred by Marion ambulance from St. Luke Hospital, Marion, to Ascension Via Christi St. Francis Hospital, Wichita.

THURSDAY

1:03 a.m. — A 37-year-old woman struggling to breathe while suffering a possible panic attack at a farmhouse on US-50 east of Alfalfa Rd. was taken to St. Luke by Marion ambulance. Florence first responders were paged but did not answer.

5:35 p.m. — Marion ambulance left to stand by until 8:02 p.m. at a football game in Peabody.

7:22 p.m. — An 89-year-old man who fell out of his wheelchair and hit his head at a Parkside Homes apartment in Hillsboro was taken to Hillsboro Community Hospital by Hillsboro ambulance.

9:35 p.m. — A 39-year-old man with multiple fractures was transferred by Marion ambulance from St. Luke to Wesley Medical Center, Wichita.

FRIDAY

6:55 a.m. — A man who passed out on a toilet at a home in the 300 block of N. Cincinnati Ave. in Burns was taken to Susan B. Allen Hospital, El Dorado, by Marion ambulance. Burns first responders cared for the patient until the ambulance arrived.

11:28 a.m. — An 84-year-old woman feeling stomach pain and vomiting at a farmhouse on 150th Rd. between Holly and Indigo Rds. was taken to HCH by Hillsboro ambulance.

4:31 p.m. — An 85-year-old woman with an obstructed bowel was transferred by Marion ambulance from HCH to NMC Health. The call originally went to Hillsboro ambulance but was changed by Marion ambulance attendants.

5:17 p.m. — An Eagle Med helicopter transferred an unspecified patient from HCH to Wesley.

6:25 p.m. — Tampa ambulance left to stand by until 9:37 p.m. at a football game at Centre High School.

6:44 p.m. — Hillsboro ambulance left to stand by until 9:16 p.m. at a football game at Hillsboro.

8:02 p.m. — Marion ambulance stood by until 9:17 p.m. at a football game in Marion.

SATURDAY

12:10 a.m. — An anxious man having trouble breathing at a farmhouse near 150th and Eagle Rds. was taken to NMC Health by Hillsboro ambulance. A Hillsboro firefighter was paged to drive the ambulance.

6:58 p.m. — A 65-year-old woman in declining health at Peabody Health and Rehab was taken to NMC Health by Marion ambulance. The call originally went to Hillsboro ambulance, but Marion ambulance attendants volunteered to take it instead.

7:50 p.m. — A small fire in a tractor’s mowing attachment at a farm near 160th and Holly Rds. was extinguished within 25 minutes by Hillsboro firefighters.

SUNDAY

12:57 p.m. — A 66-year-old woman unable to move without her legs cramping at Hilltop Manor apartments in Marion was taken to St. Luke by Marion ambulance.

1:16 p.m. — A ditch fire a mile south of Durham on K-15 was extinguished within 25 minutes by Durham firefighters.

8:25 p.m. — A 67-year-old man who fell outside a farmhouse near west of the US-56/77/K-150 runabout was taken to St. Luke by Marion ambulance.

11:26 p.m. — Marion ambulance was dispatched to transfer what appeared to be the same patient from St. Luke to Wesley, but the call was canceled after Wesley informed St. Luke that it did not have a bed for the patient. Nearly an hour later, the ambulance again was paged to make the transfer, but this time to St. Francis.

MONDAY

11:53 a.m. — A 69-year-old man with possible heart issues at a house in the 500 block of Topeka Ave. in Lincolnville was taken to St. Luke by Tampa ambulance. Marion ambulance and a Lincolnville first responder cared for the patient until Tampa ambulance arrived.

5:06 p.m. — Tampa ambulance left to stand by until 7:42 p.m. at a football game in Goessel.

8:40 p.m. — A 55-year-old woman with anemia was transferred by Marion ambulance from St. Luke to Wesley.

9 p.m. — Smoke coming from a car that hit a deer on K-15 just north of the county line was determined by Goessel firefighters to be steam from the car’s radiator. Firefighters also provided traffic control until a deputy arrived, and the vehicle could be towed.

11:19 p.m. — Still returning from Wichita, Marion ambulance was directed back to St. Luke to transfer to Wesley a 26-year-old woman who suffered a seizure.

MARION

Giving a worthless check

Carlsons’ Grocery reported either Friday or Sunday — offense reports and police narratives vary — that a customer paid with a worthless check for an unspecific amount sometime between April 30 and June 26.

ACTIVITY REPORTS

Law enforcement agencies provided these reports of their activities this past week. Routine activities such as patrols, inspections, training, report-writing, and assistance to other agencies typically are excluded. Dates may reflect starting or ending dates of officers’ shifts rather than actual dates of occurrence.

HILLSBORO

Sept. 8 — A delayed report of a hit-and-run accident was investigated. The owner of a dog loose at Midway Motors was located. Police helped Hutchinson police with an investigation.

Sept. 9 — A driver was warned for running a stop sign at Ash and D Sts. Found property was returned to its owner.

Sept. 10 — Drivers were warned about excessively tinted windows at 170th and Indigo Rds. and for running stop signs in the 300 block of N. Lincoln St. and the 200 block of S. Adams St. Police checked on a pedestrian on K-15 north of US-56 and provided gasoline to a family at Ash and D Sts.

Thursday — A driver was ticketed for driving with a suspended license and warned about having a cracked windshield in the 600 block of Ash St. Another driver was ticketed for having illegal registration and warned about having excessively tinted windows in the 200 block of S. Ash St. Police talked to a resident about an illegally parked vehicle and answered questions about obtaining a city permit for an all-terrain vehicle. A caller complained about improper driving by a white Chevrolet pickup on US-56.

Friday — No problems were found in checking on broken glass at Dollar General, a suspicious person reported in Memorial Park, or a disconnected 911 call from the 300 block of Floral Dr. Police talked to a resident about a possible violation of an order of protection from abuse.

Saturday — A driver was ticketed for driving 87 mph in a 65-mph zone on US-56 at Jade Rd. Other drivers were warned for making a J-turn in the 100 block of S. Main St. and for having a defective taillight at US-56 and Adams St.

Sunday — A person playing an electric guitar in the early morning hours in the 200 block of N. Washington St. was told to stop. Police talked to a resident about a civil matter.

MARION

Sept. 8 — No problems were found in checking on a report of criminal damage in the 1200 block of E. Main St. or in checking on a resident of the 400 block of Forest St. A driver was warned for running a stop sign at Main and Thorp Sts.

Sept. 9 — A dog reportedly loose in the 700 block of S. Freeborn St. was not found. Drivers were warned for speeding in the 600 block of S. Cedar St., at US-56 and Cedar St., and twice at US-56 and Timber Rd.

Sept. 10 — Routine activities.

Thursday — A disturbance in the 1500 block of E. Main St. was found to be a civil dispute. No problems were found in checking on an alarm at the city shops. Drivers were warned for an unspecified moving violation at Main and Cedar Sts. and for an equipment violation at Main and Thorp Sts.

Friday — A report of animal abuse in the 300 block of S. Cedar St. was investigated. Passing of a bad check was reported in the 1100 block of E. Main St. A resident complained about vehicles parking on grass in the 400 block of Forest St.

Saturday — Two dogs were seized and taken to a veterinary clinic during follow-up of the animal abuse investigation in the 300 block of S. Cedar St. The case remains under investigation. Drivers were warned about speeding and equipment violations twice at US-56 and Cedar St. and twice at US-56 and Timber Rd.

Sunday — Possible vandalism was reported in the 1000 block of E. Main St. A driver at Main and 4th Sts. and three drivers at US-56 and Timber Rd. were warned for speeding or equipment violations.
