These offense reports were released this past week by law enforcement agencies:

Criminal damage

A 22-year-old Hillsboro woman reported that $200 damage was done before 5 p.m. Feb. 4 to a tire owned by Riley N. Robbins, 51, of Guthrie, Oklahoma.

The damage reportedly occurred on farmland just north of Hillsboro on Indigo Rd. The land is listed in appraisal records as being owned by others not named in the report.

No further information was provided in the portion of a standard offense report released Thursday by the sheriff’s office.

The report and monitored dispatches indicate that the vandalism was reported by telephone without in-person investigation.

Distribution and possession of opiates and possession of drug paraphernalia

Potent counterfeit drugs were discovered when arrest warrants alleging probation violation were served at 9:22 a.m. Feb. 6 at a Main Street Condominiums apartment at 110 N. Main St.

Police initially arrested Brian W. Hiebert, 27, and Robin J. Hays, 45, both of Florence, on warrants alleging probation violation.

During Hays’s arrest, police reported discovering a small black case containing pills. According to officer John Huebert’s report, a field test indicated the pills contained fentanyl, a potent synthetic opioid.

According to Huebert’s report, 12 doses of “M30” fentanyl, a powerful counterfeit version of prescription oxycodone tablets that has sparked “one pill can kill” public safety campaigns, were seized along with a smoking device..

Police recommended charges of possession and distribution of opiates and possession of drug paraphernalia in addition to the warrant charges of probation violation and criminal use of a financial card that Hays faces.

She was taken to county jail, where she remained Tuesday in lieu of a $15,000 bond. Hiebert also remained in jail in lieu of a $25,000 bond.

Hays previously was jailed Feb. 15 to 17, 2023, on court orders; July 4 and 5, 2002, for allegedly violating probation; and July 21 to Aug. 5, 2018, on suspicion of child endangerment and possession of marijuana, stimulants, and drug paraphernalia.

Hiebert previously had been jailed nine times for a total of 126 days between Aug. 19, 2018, and Aug. 23, 2023, on suspicion of an assortment of 15 drug, theft, burglary, forgery, trespassing, and driving charges, including two involving juveniles.

Aggravated assault, theft

A thief who pushed a shopping cart out of Bomgaars, 610 N. Ash St., at 7:10 p.m. Friday without paying for two six-tool sets of DeWalt power tools the cart contained held up an unknown object and threatened an 18-year-old, 280-pound male employee who confronted him, according to officer John Huebert’s report.

The employee retreated to the store, and the thief escaped with the tools, together valued at $1,900.

The case, which apparently was not reported until 2:40 p.m. the next day, remains under investigation, according to police.
