These offense reports were released this past week by law enforcement agencies:

SHERIFF

Theft

Julie D. Norman of Windom reported Sept. 18 that a dog valued at $1,000 was stolen Feb. 2 or 3 from a residence in the 200 block of N. Vernon St. in Lehigh.

No explanation for the delay in reporting the theft or for why the dog was in Lehigh was included in the report released by the sheriff’s office. Nor was there any indication whether there was a suspect and what his or her relationship to the owner might have been.

Norman’s age also was redacted without stated justification from the open public record of the alleged offense.

HILLSBORO

Habitual driving with suspended license

Sabrina L. Hessel, 30, Hillsboro, was arrested at 6:22 a.m. Friday for allegedly driving with a suspended licensed in the 500 block of E. D St. and for allegedly being a habitual driving offender.

She was taken to Marion County Jail but released two hours later after posting a $2,000 bond.

Hessel was jailed five times for a total of all or part of 10 days between March 21, 2018, and May 7, 2023.

Previous jailings were on suspicion of domestic violence and driving under the influence of drugs or alcohol; for failing to appear in court twice; and on court orders twice.

Theft by deception

Robert J. Wallace, 68. Wichita, reported that he was scammed out of $1,907 that he transferred via PayPal between 10:29 and 10:32 a.m. Friday while walking or driving in the 100 block of S. Washington St.

The Sedgwick County sheriff’s office also is working on the case.

Driving with suspended license, without required interlock

Anthony B. Jay, 51, Wichita, was arrested at 3:54 p.m. Saturday in the 400 block of S. Cedar St. on suspicion of a third or subsequent offense of driving while his license was suspended and of failing to use a required anti-drinking ignition interlock.

Additional charges of having no vehicle liability insurance and driving with an expired license plate also are being recommended.

He was taken to Marion County Jail and was released two hours later after posting a $2,000 bond.

MARION

Cruelty to animals

No details were released, but results of a veterinary examination mentioned in an article in last week’s paper apparently indicated sufficient cause to seek charges against an unspecified person for failing to provide food, water, or shelter to two emaciated dogs found between 11 a.m. and noon Sept. 13 at a rental home in the 300 block of S. Cedar St.

According to an offense report released Monday, a misdemeanor charge carrying a maximum penalty of a year in jail and a $2,500 fine is being recommended to the county attorney,

According to appraisal records, the property where the dogs were found is an 840-square-foot rental home owned by Terry Looney of rural Florence and valued at $21,290.

Forgery

A forged personal check for an unspecified amount was presented between 2:15 and 2:18 p.m. Sept. 11 in the county treasurer’s office, according to a report released Monday.

Forgery of the check, which may have been payable to the State of Kansas, was reported Sept. 16.

The checks were written on the account of what appears to be a 42-year-old Lincolnville man with a record of theft, forgery, and drug possession convictions in Barton, Dickinson, and Saline counties.

He previously was arrested on suspicion of theft, burglary, domestic battery, and possession of stolen property in Marion County.
