Bonds will fund assisted living facility

A public hearing will be held at 4 p.m. Sept. 29 at the city building, on the city's plan to issue industrial revenue bonds for the assisted living facility to be built in Marion. The hearing will be in conjunction with the regular Monday meeting of the city commission.

The city is serving only as a "pass-through" agent in issuance of the bonds, Susan Cooper, director of economic development, explained to city commissioners Monday.

The tax-exempt bonds will be issued by the city, but the city will not be responsible for their repayment if the developer of the facility defaults on them, she said.

Cooper also said a firm called Kansas on the Net has offered to design and install a city government Web site for Marion for $3,500. It would include up to 23 Web pages.

The company also would train city personnel to update and maintain the site.

The city site would have airport information, council meeting agendas and meeting minutes, economic development information, city services, library, swimming pool, museum, and recreation information posted, among other items, Cooper said.

A community site, costing $4,700, might contain the community's history, current job offerings, church information, and other information, she said.

There are at least two other possible providers/designers of such a site that may be contacted. One is Mike Fruechting's company. City commissioners indicated they would probably like to have all three firms make presentations as to what they could offer the city.

Firewalls would be built into the system, Cooper said. City Administrator David Mayfield said, "We already have a firewall."

Police Chief Michel Soyez made a presentation about a proposed retirement system/plan for police and firefighters. A resolution regarding the plan is to be prepared for possible approval by the commission Monday.

Soyez said interviews are ongoing for the opening for an officer at the police department, to take the place of recently retired Sgt. Garry Klose.

About 15 people have applied for the job, Soyez said.

With a bid of $20,048, Virgil Buckner Construction won the contract for curb and guttering on Kellison Street. His bid was $397 less than one received from Hett Construction.

Commissioners approved a mutual aid agreement between the Marion Fire Department and Marion County Fire District No. 5, based in Lincolnville.

Commissioners also approved warrants for payment totalling $14,817.71.
