Hospital increases mill levy

Board members of Marion County Hospital District #1 reluctantly agreed to increase the current mill levy up to four mills.

The decision was made Aug. 11 during a special board meeting to approve accounts payable and payroll.

Board treasurer Greg Bowers presented information to members regarding the amount ad valorem taxes would increase for property owners.

Currently, for those paying taxes on a $50,000 home, the tax amount paid to the hospital district is about $50 per year. For those paying taxes on a $100,000 home or 320 acres of farm ground with a home, approximately $99 per year is paid to the district, Bowers said.

If the full four-mill increase is implemented, tax payers will see an increase of approximately $23 per year on a $50,000 home, and an increase of approximately $45-50 per year on a $100,000 home.

Currently the hospital district receives $472,000 annually from county ad valorem taxes. The increase will provide a much-needed $200,000 increase.

The hospital district took over operation and management of St. Luke Hospital and Living Center in October when Banner HealthSystems decided not to renew its contract.

Since that time, the district has had to pay for all costs of operations, payroll, equipment, and supplies.

"It's been a learning curve," said Bowers. "We're still trying to find our way through this first year."

Rather than waiting until there were financial problems, the board wanted to remain stable and voted for the slight increase.

A public hearing to discuss the proposed 2006 budget will be at 12:30 p.m., Tuesday in the clinic basement.

In other business:

— The district's strategic plan was approved with emphasis and discussion on long-term planning for a central facility in Marion County.

Board member Judy Reno reported she had visited with Mike Ryan of Hillsboro Community Medical Center, and was encouraged that there may be an opportunity for a collaborative effort in the future.

— An offer was made to an individual regarding the chief financial officer position. Quorum Health Services, the district's consultant, would need to approve the hire if the individual accepts the position.

— Applications and resumes are being received and reviewed from doctors interested in practicing in Marion.

— Negotiations for a surgeon are beginning to slow down with Memorial Hospital of McPherson. Hospital administrator Thom Smith reported contact had been made with Newman Hospital of Emporia and Wichita Surgical Specialists.

— Accounts payable for $200,134 were approved.

— An employee benefits plan was approved. Open enrollment for options will be during August.

— Medical credentials for Dr. Michael Reeh of Hillsboro were approved.
