Lease-purchase for business approved by city

Marion City Council approved a lease-purchase agreement Monday evening for $254,519 with Pilsen State Bank.

Pilsen State Bank was the only bank that presented a bid for the building project. The building will be constructed at the industrial park and be used by Arlies Inc.

The interest rate is 5.1 percent which will be fixed for five years. The city's payment will be $1,382 per month with a balloon payment at the end of the five years. Arlies Inc. will make the monthly payments to the city.

The council also approved a proposal from Hett Construction of Marion for construction of the building for the same amount.

In other business:

— Two bids were presented for the extension of a sewer line at the industrial park. Hett Construction presented a bid of $37,483 and Middlecreek Mining of Peabody for $31,600.

The council approved the low bid from Middlecreek Mining.

The bid included 420 feet of an eight-inch linear sewer line, hauling of excess rock, and other items.

— The city has been awarded a $200,000 grant for the Safe Routes to Schools program.

— Mayor Mary Olson asked for an accounting of expenses for the city's walking and biking trail. She noticed there were screenings on the trail and did not recall approving the expense.

It was explained that the council had approved the project prior to Olson's election. Olson asked if there was a specific amount approved for trail improvements. The city had agreed to provide screenings for $452.

— Olson said she talked with Hett Construction regarding imprinting the concrete sidewalk by Liberty Park, downtown Marion. The concrete could be designed to resemble brick.

The sidewalk work was to be completed by Oct. 31 which was not done. City officials will check with the contractor regarding a completion date.

— Of 906 surveys sent to city residents, 805 were returned. The surveys were part of the criteria to determine if at least 51 percent of city residents earned low to moderate incomes. The city did qualify with 1,029 in that income level and a minimum of 1,019 was needed.

— The council approved a cereal malt beverage license for Casa Azteca Mexican and American restaurant at 202 E. Main, Marion.

The next council meeting is at 5:30 p.m. Nov. 19 at the city building.
